Canada’s mineral project disclosure system is founded on two key organizations: Canadian Securities Administrators (CSA) and Canadian Institute of Mining, Metallurgy and Petroleum (CIM). CSA is the umbrella organization of Canada's 13 provincial and territorial securities regulators who establishes the regulatory rules governing public disclosure of scientific and technical information by mineral exploration and mining companies through National Instrument 43-101 (NI 43-101). CIM, through its expert committees, develops and maintains the technical foundation that NI 43-101 relies on by providing definition standards and leading practice guidelines used by practitioners who undertake exploration activities, mineral estimation, mining studies, and other technical work and who sign-off on the public disclosure as a qualified person under NI 43-101. Basically, CIM ensures technical practice consistency, and CSA ensures public disclosure consistency. Together, they promote investor confidence in Canada’s mineral project public reporting system.

This half-day short course will be led by regulatory staff from the Ontario Securities Commission along with a CIM representative from SLR Consulting (Canada) who participated in preparing several CIM leading practice guidelines. The short course will explain the responsibilities of securities regulators, examine how the CIM definition standards and leading practice guidelines are interconnected with NI 43-101, and how the qualified person functions as a critical gatekeeper in public disclosure. Participants will gain practical insight into the regulatory expectations, professional responsibilities, and the practical applications of the CIM standards and guidelines within NI 43-101 throughout the mining project lifecycle and assist practitioners and companies in preparing clear and credible mineral project disclosure. In addition, a status update on the proposed revisions to NI 43-101 will be provided along with time for questions from attendees.
