In June 2026, the Government of Canada introduced Bill C-35, An Act respecting the prohibition of the importation of goods produced by forced labour. Among other measures, Bill C-35 would authorize the Minister of Foreign Affairs to establish a public list of goods where there are reasonable grounds to suspect forced labour, identifying the relevant producer, country or region. Importers of listed goods could be required to provide additional supply-chain information to the Canada Border Services Agency, and goods could be deemed prohibited where required information is not provided.
PDAC supports efforts to address forced labour but has raised concerns about the expansion of ministerial powers, overly broad listings, unclear evidence standards and disproportionate compliance burdens. PDAC recommends a targeted, evidence-based approach with clear opportunities for companies to provide evidence of responsible conduct.
